Greene County Economic Development Corporation Announces Public Meeting & Comment Period for Cementon Rebirth Plan

Greene County announces that a public meeting will be held regarding the Cementon Rebirth Plan on Monday, May 4, 2026, from 5:30 – 7:00 pm at the Robert C. Antonelli Senior Center, located at 15 Academy Street, Catskill, NY 12414.

During its regular session on Wednesday, April 15, 2026, the Greene County Legislature passed Resolution 158-26, issuing a Positive Declaration for the Cementon Redevelopment Project. This action initiates the development of a Generic Environmental Impact Statement (GEIS) for a conceptual redevelopment plan.

Cementon, a hamlet in the Town of Catskill, was once part of the Hudson Valley’s “Catskill Cement District,” a major industrial hub that supported cement production and regional infrastructure development in the early 20th century. The area functioned as a complete community, with housing, local businesses, schools, and transportation networks tied to the cement industry.

As manufacturing declined and plants closed in the late 20th century, Cementon lost job and economic activity, leaving many properties underused.

Today, Greene County’s Cementon initiative brings together public and private partners to plan for the area’s future—working to attract new businesses, encourage investment, and support long-term growth.

As part of this process, Greene County will host an informational open house to gather community input for the preparation of a scoping document for the GEIS. This document will help identify potential land uses, funding opportunities, and regulatory considerations for the redevelopment area identified for the Town of Catskill—east of the New York State Thruway corridor, south of the Village of Catskill, and north of NYS Route 23A.

Residents, property owners, and other interested parties are strongly encouraged to attend and participate.

Public input will be accepted at the open house and comments can be submitted until Monday, May 11, 2026. Comments following the open house may also be submitted via email to vkeyser@greenecountyny.gov.

Following the public input period and based on prior research, Greene County will prepare the scoping document and make it available on the County’s websites:

Greene County will accept comments from involved and interested agencies, as well as the public, for a minimum of 30 days following the circulation of the Positive Declaration and draft GEIS scoping document.
